Position: VP of Compliance & Regulatory Affairs

Location: Irving, TX

Are you a Senior Compliance Leader looking for a unique opportunity to join a fast-paced and growing organization? Our client is looking for a Vice President of Compliance and Regulatory Affairs to join as a key member of the leadership team. The ideal candidate will have experience in both Health Care and Call Centers.

The Compliance department prevents, detects, and mitigates regulatory and reputational risks across the organization; helps to strengthen the company culture of compliance; assesses the organization’s compliance, regulatory and reputational risks; monitors for compliance with new and/or amended laws, rules and regulations; designs and implements controls, policies, procedures, and training; conducts independent testing; investigates, surveils and monitors for compliance risks and breaches; and leads the company’s responses to regulatory examinations, audits and inquiries.

Duties and Responsibilities:

  • Oversee and manage the Company Compliance and Privacy Programs

  • Act as the Company’s HIPAA Compliance Officer to ensure the company maintains regulatory compliance and assists the Human Resources Department in developing and executing training programs and courses on an as-needed basis

  • Responsible for monitoring HHS’s and the state’s regulatory requirements

  • Communicate and partner with the various shared services, regions, and departments to champion compliance initiatives to help ensure program requirements are met

  • Develop, advise, and mentor health care compliance and privacy team regarding the implementation, operation, and maintenance of an effective local healthcare compliance and privacy program

  • Ensure policies and procedures exist to adequately describe the proper conduct expected of the Company associates in carrying out their daily business activities per applicable laws, regulations, and public policies

  • Develop and implement the EthicsPoint confidential reporting system.  This system will be a system where the Company’s Code of Conduct, Standards of Conduct, and Guiding Principles that encourage managers, supervisors, and associates are housed.  In addition, this will be a tool used for employees of all levels to report suspected fraud, improper use or disclosure of personal information, and other improprieties without fear of retaliation.

  • Ensure training and product programs are up to date and are provided to all covered associates of the Company and Privacy Compliance

  • Develop, coordinate, and participate in a multifaceted educational and training program that focuses on the elements of the Company’s programs

  • Ensure Compliance team implementation of local health care compliance and privacy training and education to business unit personnel, contractors, and business partners

  • Train senior leadership regarding the program

  • Provide reports and updates to the Compliance Team and support the team as required or as deemed appropriate

  • Evaluate Company processes for health care and privacy compliance impact by conducting annual compliance auditing, testing and monitoring plans, enhancing the programs based on the results of those plans

  • Coordinate internal health care and privacy compliance review and monitoring activities, including Compliance team periodic reviews of departments

  • Conduct investigations of alleged misconduct relating to the program, reporting findings to Legal, HR, and senior leadership as appropriate

  • Communicate any matter deemed potentially illegal, unethical, or otherwise abusive or improper, as appropriate

  • Ensure prompt response to detected offenses, developing corrective action, and reporting findings to the government via established channels

  • Coordinate any resulting corrective actions with all health system departments, providers and sub-providers, agents, and, if appropriate, independent contractors

  • Develop and oversee the Company’s effective lines of communication by establishing and managing the Compliance Hotline

Skills & Qualifications:

  • Bachelor’s in Business Administration, criminal justice, accounting, or related field; Master’s degree preferred

  • Ten (10) years experience in the healthcare industry with relevant experience in highly regulated business environments with a strong focus on ethics compliance

  • Five (5) years experience in Compliance, Privacy, and Program management operating independently and advising middle and senior management

  • Five (5) years of experience in a Call Center environment with a focus on Compliance

  • Detailed understanding of government requirements/expectations for healthcare compliance programs

  • Certification in Health Care Compliance and/or Privacy

  • Excellent written, oral, and presentation communication skills

  • Proven ability to work with all levels of management

  • Strong problem-solving skills with a demonstrated ability to partner effectively with others in handling complex issues

  • Strong influencing skills and sound business judgment

  • Proficient knowledge of the financial services industry and applicable rules, regulations, and federal and state laws, including Consumer Protection laws

  • Knowledgeable and experienced in Compliance resolution processes

  • Knowledge of testing methodology, risk, and controls analysis

  • Excellent written and oral communication; able to deliver presentations in an articulate and convincing manner

  • Ability to work well in a team environment

  • Ability to impact and influence others across the organization

  • Strong analytical and organizational skills

  • Detail-oriented and capable of multi-tasking and prioritizing in a fast-paced environment to meet deadlines

  • Ability to work independently to meet deadlines

  • Ability to maintain confidentiality and data accuracy when handling sensitive information

Preferred Qualifications:

  • Continued post-graduate education or advanced degrees

  • Professional Certifications (CRCM, CFA, etc.)

  • Experience or knowledge in the execution of operational, financial, regulatory, and related audits

  • Experience or knowledge with third-party vendor management function
